The Honorable Sheila McNamara GreenwoodSheila Greenwood is currently the SVP, Government Affairs for Invitation Homes, where she oversees federal, state, and local government affairs and policy development. Just prior to Invitation Homes, Sheila was the SVP & COS at the Consumer Data Industry Association in Washington, DC. Before that, she served as Director of External Affairs at the Federal Housing Finance Agency (FHFA), overseeing the Office of Congressional Affairs and Communications. She was responsible for strategic outreach, including media, Capitol Hill, and development of the agency’s policy and communications strategies.Before FHFA, Greenwood was the Policy Associate Director (PAD) at the Consumer Financial Protection Bureau (CFPB). In this role, she oversaw both Consumer Education & Engagement and Consumer Response Divisions (220+ staff) and was a senior advisor to the Director. In 2017, Greenwood joined the incoming U.S. Housing & Urban Development (HUD) Secretary as the agency’s Chief of Staff. She managed the agency’s transition efforts and provided strategic advice on policy, legislative, public affairs, personnel, and operational matters while overseeing its employees and $41B annual budget. With over 25 years in political Washington, Greenwood possesses extensive federal government, management, public affairs, public policy, and legislative experience. During the administration of President George W. Bush, she was HUD’s Deputy Chief of Staff and Senate confirmed as its Assistant Secretary for Congressional and Intergovernmental Relations. In the Office of Gulf Coast Rebuilding, she oversaw the administration’s policy development, messaging, and legislative response following Hurricane Katrina, one of the most devastating hurricanes in U.S. history. Additional appointments included serving as a Senior Legislative Officer for Secretary Elaine L. Chao at the U.S. Department of Labor.Greenwood’s private sector experience has primarily centered on financial services, housing, insurance, and consumer banking for various Washington, DC-based corporate offices, and trade associations, including Citigroup, Prudential Financial, and the National Association ofProfessional Insurance Agents. Besides providing political guidance, Greenwood regularly served as a corporate representative at industry and political functions, association meetings, and public speaking engagements.
