Past Director of the International Institute of Space Law, and past Chair of Colorado Space Business Roundtable. USAF Academy graduate with Doctorate in Space Law from McGill. Air Force career included serving as Chief of Space Law for the USAF. One of 26 arbitrators selected for the American Arbitration Association, Aerospace, Aviation and National Security Panel. Represented Israeli Private Astronaut, Eytan Stibbe, who flew on the first all-commercial mission to the International Space Station in April 2022. Skip negotiated this first of its kind contract with Axiom Space for the 17 day mission to the ISS aboard a SpaceX Crew Dragon spacecraft. This contract involved complex issues of U.S. and international space law and the evaluation of unique risks and risk-management measures. Also negotiated the agreement for the first NFT minted on the ISS. Skip routinely drafts and negotiates launch services agreements and contracts for satellite design and manufacture as well as in-orbit servicing (ISAM) deals.
