ABOUT SIYABONGA NDWANDWE
I am a health economist and decision scientist who leads evidence-driven programmes that support high-stakes public sector decision-making. I specialise in translating complex quantitative analysis into policy, financing, and implementation strategies that leaders can act on—particularly in environments defined by uncertainty, system constraints, and competing priorities. My experience spans diverse health systems across the United Kingdom, Rwanda, Eswatini, and the United States, giving me a comparative perspective on how governance, incentives, and delivery architecture determine programme success. In the UK, I lead economic health technology assessments and implementation evaluations for multi-million-GBP interdisciplinary initiatives, including AI-enabled care, shaping national adoption decisions and local investment strategy.Across contexts, my focus is consistent: strengthening systems by aligning evidence, incentives, and operational reality. I am particularly drawn to leadership roles where rigorous analysis must translate into measurable, system-level impact—improving transparency, efficiency, and equity in how resources are allocated and services delivered.
