About Siena Hacker
Siena Hacker is a manager at CLASP focused on the intersections of gender, access to finance, and the uptake of renewably-powered technology in the Global South. Siena manages the Productive Use Financing Facility (PUFF), a $6.1 million multi-country results-based financing program. PUFF provides procurement subsidies and grants to companies that make and sell productive use appliances, making them more affordable to consumers and helping early-stage companies to scale. Siena also supports the Green for Access (G4A) derisking financing facility, which provides first-loss guarantees to increase lending by local African banks in the energy access/appliance sector. She supports the management of SESLE, a first-loss pool and synthetic local currency hedge with a portfolio of 100% locally owned early-stage companies, many of which are led or founded by women. This work is critical, as funding flows in the off-grid energy sector often exclude local entrepreneurs – 97% of debt funding in the sector went to ten predominantly foreign-owned companies in 2021. In previous years, Siena supported the Efficiency for Access Coalition, which accelerates global clean energy access through high-performing appliances. She has also researched the medical equipment landscape for un- and under-electrified clinics in collaboration with the Good Energies Foundation. Siena graduated from Scripps College with a BA in Environment, Economics, and Politics and a thesis on US utility markets,\"A Western Interconnection Regional System Operator: Benefits and Barriers.\"
