About Shawn L. Fultz

I\'m a board certified physician and lawyer (MD-JD) with extensive experience in federal health and public health policy. Beginning as a successfully-funded and prolific academic-based researcher in public health evaluation, cohort and population health studies, and large database analysis, I moved to Washington, DC to work for the Veterans Health Administration as a Senior Medical Advisor. After several years working primarily on emergency preparedness and response, I moved to the Food and Drug Administration\'s newly-created Center for Tobacco Products (CTP) to head the Public Health Data and Evaluation Branch. I attended law school in the evening while working full-time, and currently work for the CTP\'s Center Director where I use my scientific and legal training to provide senior leadership and coordination across disciplines for the development of regulations pertaining to tobacco product standards.

   The Center for Tobacco Products (CTP) oversees the implementation of the Family Smoking Prevention and Tobacco Control Act. Some of the Agency’s responsibilities under the law include setting performance standards, reviewing premarket applications for new and modified risk tobacco products, requiring new warning labels, and establishing and enforcing advertising and promotion restrictions.My work involves coordinating the simultaneous development of multiple, interrelated, potential regulations involving complex and highly significant national policies related to tobacco products standards. I use my scientific and legal expertise to promote the development of policies that will survive the regulatory clearance process and any resultant litigation by liaising across multiple professional disciplines as well as authoring, editing, and reviewing scientific and policy documents and draft regulations.
