ABOUT SHAWN MCCLEARN
I have over fifteen years of experience in the Emergency Management field including eleven years as a program manager in the Pennsylvania Emergency Management Agency\'s (PEMA\'s) Training & Exercise Division and four-and-a-half years in its Bureau of Recovery & Mitigation.In my current position, I regularly deal with processing, reviewing, accepting, or rejecting municipal, county, and task force Course Instruction Requests (CIRs).I have also worked with various community colleges and county governments to ensure that the professional requirements and knowledge base of local and county-level emergency management personnel meet federal and state requirements. I also assist with planning our annual emergency management conference, supporting our biannual statewide severe weather exercises, and participate as an evaluator during our biannual nuclear power plant exercises. During emergency activations, I serve either as the Human Services Branch Manager or work in our agency\'s Planning cell depending upon organizational needs.During my time in Mitigation, I was a grants manager working with the Hazard Mitigation Grant Program (HMGP). My position required that I explain complicated federal and state regulatory requirements in a concise and highly informative manner, consult with and guide municipal-level officials on hazard mitigation-related issues, mediate disputes between local-level governments and the Federal Emergency Management Agency (FEMA) and advocate sound hazard mitigation practices.During Commonwealth Resource Coordination Center exercises and real-world activations, I operate in a high-pressure, fast-paced environment to include periods of time when I am required to act as Human Services Branch Chief or as an assistant in the CRCC\'s Situational Awareness Section.
