Serve as manager within USIP’s Grants & Contracts Administration team to oversee awarding & management annually of approximately contract transactions totaling ~$35 million and 10-15 grants totaling ~$1.5 million. • Serve as Contracting Officer and Grants Officer for USIP with signature authority for transactions up to Review contract requisitions and grant applications for completeness, clarity, and compliance with policies & procedures. Negotiate contract terms and conditions. Handle or advise on full range of actions required for contract administration, including solicitation, evaluation, payment and reporting schedule, awarding, contract modifications, remedial action/termination, and contract closeout. • Advise and train staff on developing proper specifications, scopes of work, evaluation criteria, sole source justification, and price/cost analysis. Develop numerous tools and templates to ease the administrative burden of procurement for program and operations staff. Work closely with staff at HQ as well as field staff in five country offices and numerous field offices. • Manage process for development or updating of USIP’s procurement policies, procedures, and manuals in accordance with applicable legislation, statutes, and regulations as well as USIP needs and objectives. • Oversee procurement, development, and improvement of Office of Finance online systems and related processes, including a system for vetting vendors, the acquisitions section of USIP’s financial management system, and various apps for requesting contracts, vendor enrollment, and financial reporting. Supervise USIP system administrators. Worked with a vendor to create Robotic Process Automations (RPAs) for five basic staff functions that collectively save an estimated 40 hours of work per week. • Develop, manage, and administer training programs for staff. Assess training and development needs within USIP, create and update training materials, and conduct trainings.
