Instructor and technical reviewer for FEMA’s Community Rating System (CRS) Program. The CRS Program is a voluntary program that incentivizes communities to enforce higher standards for stormwater and floodplain management. In exchange, the community receives a score that translates to saving in flood insurance premiums within their community. Shauna is the stormwater management expert on the team. She provides internal and external training along with guidance documents, checklists, and one-on-one consultations with communities. Internal, in-person, training is provided twice per year, where Shauna teaches non-technical staff complex stormwater management concepts using demonstrations and real-world examples. External training includes webinars, 2-day virtual training, and 4-day in-person training for local officials. One-hour webinars are given twice a year discussing the CRS credit criteria for stormwater management regulations and watershed master plans. Shauna is also part of the team that teaches two-day virtual and 4-day in-person courses throughout the year. In addition to training, Shauna reviews Activity 450 documentation for all Community Rating System (CRS) applications and verifications for the FEMA CRS Program. There are over 1500 communities in the CRS Program, most of which participate in Activity 450. Shauna reviews and scores stormwater regulations and Watershed Master Plans from all communities in the CRS Program applying for credit under Activity 450.
