Oversee the development and integration of cross-cutting issues that impact climate change through new and emerging programs, such as the Greenhouse Gas Reporting Program, the Methane Emissions Waste Charge, and the Global Methane Initiative. Manage programs that improve methods for estimating emissions of greenhouse gases (particularly non-combustion related greenhouse gases), break down market barriers that limit investment in technologies that reduce methane and other non-CO2 greenhouse gases, and address the technical and policy issues related to sequestration and carbon storage. Advise policy makers, conduct analyses of climate legislation, and evaluate the costs and benefits of particular greenhouse gas reducing technologies and advancing the development of methods to quantify costs and benefits.
