About Shannon Heintz

Shannon K. Heintz, MPH, CIPM, has two-decades of domestic and international experience in public health, policy, community engagement, research, and data collection, analysis, and governance. She is an articulate, creative, mission-driven data and public health professional with diverse experience. She comes from a public-service oriented family and has been dedicated to the service of others her entire career. Shannon is looking to join a team with good group dynamics working to bring positive change to people’s lives. Shannon excels at building and leading teams that embrace viewpoint diversity to improve questions asked and products developed. Adept at design thinking and qualitative research, she listens with empathy and understands the challenges of clients, building products they want and will use. Shannon uses her creative mind to see connections across sectors and challenges to identify problems, potential downstream effects, and develop unique solutions. As a leader, she teaches teams to listen with more empathy and reduce the teams internal bias to provide what they think is the “right solution” to ask better questions and devise a solution suited to unique needs. Shannon believes that “because we’ve always done it this way” or “the policy says no” are not productive rationales but are limiters to good change. As the OSD Covid-19 Task Force Data and Privacy lead, she put this belief into action, drafting precedent changing memoranda for the Secretary of Defense to use his military command authority to require the DHA to provide Service member health data directly to OSD. This, along with other precedent setting memoranda, allowed OSD’s enterprise data platform, Advana, to be the reporting system of record for the pandemic. Shannon uses her experience as a teacher and university instructor to explain complex technical ideas in a tailored way. A well-regarded public speaker, she creates compelling narratives that often passionately explain complex matters and connect with an audience. An expert on DoD data, health data, OSD and Service Branch data, and the challenges of data access and interoperability within DoD, Shannon built relationships with CIOs and data leaders within the Department. She is seeking a position that will use her multifaceted talents to improve data driven decision making to support our warfighters. Alternatively, she is seeking a position that will use her talents to advance and improve the Nation’s public health. Secret Clearance (Active 04/24); TS Clearable. Up to 40% Travel
