Prepare Reports of Investigation in accordance with Chapter 13 of the Authority’s Right-of-Way Manual for all utilities impacted by the high-speed rail system, including irrigation, water, drainage, electric, gas, telecom, privately owned utilities, and railroad facilities.• Review and approve Utility Relocation Drawings before submission to the State Authority.• Evaluate and provide recommendations on utility determination packages submitted by the utility relocation team.• Analyze preferred utility relocation alternatives, assessing their impact on scope, right-of-way, schedule, and cost.• Identify and resolve prior rights issues before making recommendations to the State Authority.• Conduct quality control reviews, ensuring accurate prior rights determinations and identifying potential betterments.• Develop justifications for utility relocations and right-of-way exchanges for project consideration.• Examine right-of-way acquisition maps to verify proper labeling of easements and request corrections as needed.• Review easement exhibits prepared by the Design-Builder for accuracy and consistency.• Ensure all property rights conveyance documents are correct and agreed upon by all parties.• Provide technical support on utility-related matters, ensuring compliance with Master Agreements, policies, and utility standards for complex relocations.
