ABOUT SHAFIUN SHIMUL

I am an applied microeconomist with nearly 18 years of experience in teaching, research, and consulting across academic, development, and policy institutions. My research lies at the intersection of health economics, public finance, and development, with a specialization in tobacco economics, economic evaluation, and fiscal policy analysis in low- and middle-income countries.I have recently completed my CDC Foundation Fellowship at Georgia State University, working on advanced health policy modeling and tobacco control. I also serve as Professor and Director at the Institute of Health Economics, University of Dhaka, where I teach graduate courses in Microeconomics, Econometrics, and Health Economics, and lead the institute. Trained in applied econometrics and public policy during my PhD at the University of Nebraska-Lincoln (USA), I bring strong quantitative skills, including Bayesian analysis, spatial econometrics, and machine learning. I have formal certifications in data science, Python programming, and machine learning from Coursera and LinkedIn Learning.Over the years, I have led and contributed to high-impact research and evaluation projects with the World Bank, Asian Development Bank, WHO, FAO, and Johns Hopkins University. My work includes randomized controlled trials, economic evaluations (cost-effectiveness and benefit-cost analysis), tobacco tax modeling, social health insurance, nutrition interventions, and pandemic response strategies. I regularly engage policymakers in Bangladesh and internationally through policy briefs, technical notes, and workshops.My academic contributions have been recognized with multiple awards for research and teaching excellence in the United States, and my work has been featured in peer-reviewed journals including The Lancet Regional Health, Tobacco Control, Plos ONE, and Social Science & Medicine. I have presented at global forums such as the American Economic Association, SRNT, APPAM, and the WHO-SEARO regional workshops.I aim to bridge the gap between evidence and action by combining rigorous quantitative methods with real-world policy relevance, supporting governments and international agencies in designing effective, evidence-based health and fiscal policies.
