Seth Williams is a Director in PFM’s Management & Budget Consulting group and Deputy Director of PFM’s Center for Justice & Safety Finance. He leads the firm’s police staffing, organizational, and operational practice — supporting clients of all sizes from several of the largest cities/counties and police departments in the nation to many mid-sized and small jurisdictions and departments. Since joining PFM, Seth has led day-to-day management of projects for state and local government clients increasing efficiency and effectiveness of law enforcement agencies and criminal justice systems while reducing and avoiding unnecessary expenses. Seth also leads transformation/operational reviews, mutli-year financial plans, and workforce and organizational structure analyses. Seth has worked with a diverse set of clients – ranging in size, type, and region — from large, urban police departments like Phoenix, the Metropolitan Police Department in the District of Columbia, and the Harris County Sheriff’s Office to police departments and in Virginia, New England, New York, New Jersey. Additionally, Seth regularly leads client and educational sessions on law enforcement efficiency; long-range financial planning; and workforce management topics. He has presented to audience such as state GFOA conferences, the National Association of Counties (NACo), and has authored pieces appearing in Government Finance Review among other publications.
