ABOUT SERGEY BLINOV

Sergey Blinov is an individual member of AmCham in Austria. He is also an experienced business consultant, working in DACH, SEE, CEE and Central Asia regions with a focus on UN & WB projects. He is skilled in software development, strategy planning, program management and a team leadership and has worked many years for private sector (CA, IBM, HPE, COMPAQ, DEC), public sector (UN WHO), academia (RAS). Sergey is an IBM style people manager and agile style development manager, engaged in consulting, software engineering, Scrum and SAFe methodologies. As an industrial leader in CA Technologies he was coordinating in total 11 Scrum teams worldwide and was also acting as a ML evangelist and a customer advocate.He consults & drives a technology development - CRM, agile engineering, cloud technologies, quality assurance, artificial intelligence, ML evangelism, eHealth via participation in user groups and co-working campuses in Italy, Czechia, Slovakia, Austria, Germany, Switzerland, Ukraine, Russia. Sergey was a software development manager of zTest quality assurance team of IBM mainframe engineering lab leading a distributed development team in Russia and China. Sergey used to be a World Bank BDM, covering WB projects in EMEA. Sergey has a rich experience in a nationwide IT projects with a focus on solutions in public health, public administration, public finance, banking, manufacturing industries. In WHO EMRO Sergey was supporting countries of Eastern Mediterranean Region (EMR) to develop and implement national digital health strategies through capacity building, technical support, and promoting standardization and interoperability. In US-Russia Business Council (CTEC) he was leading Finance and Transportation Committees. He has PhD in Technical Science from RAS. He speaks Fluent English, German, native Russian and is studying now Italian. Hobbies: diving, alpine skiing, tennis. Ancient history: Egypt, Byzantium.
