This position resides in the Energy Science & Technology Directorate Support Group in the Contracts Division- Responsible for planning, negotiating, awarding, and administering subcontracts and purchase orders of high levels of complexity and value for professional, commercial, and technical services, commercial items and specialized materials, and equipment- Serves as a primary point of contact for all functions in relation to each award. Coordinates award activities with appropriate parties (customers, receiving, requisitioners, accounts payable, materials clerk, legal, property management, etc.)- Reviews requisitions & specifications to ensure adherence to the Department of Energy (DOE) prime contract requirements & enforces supplier\'s compliance with ORNL\'s contract divisions policies & procedures- Manages all renewable agreements & analyzes spend data on existing agreements to consolidate spend and expand ORNL\'s purchasing power- Negotiates with suppliers on solicitations to obtain favorable pricing & terms for ONRL & negotiates more favorable pricing for contracts & purchasing agreements- Assist departments working in the requisition & contract system. Advises departments on procurement strategies, answers questions, clarifies DOE/ORNL policies, & provide quality customer service- Assists suppliers with registration in the bidding system & helps facilitate communication between internal & external parties.
