Directs and oversees housing and services for people experiencing, or at-risk of, homelessness - including street outreach, emergency shelter, homelessness prevention, rapid rehousing, and permanent supportive housing-Facilitates development of strategies, using program and financial data, to improve program outcomes and meet fiscal objectives-Supervision of five (5) program/management analysts- Manages contracted vendors to ensure effective and efficient operations-Coordinates broad homelessness planning efforts with staff, vendor organizations other public agencies, private businesses, nonprofit organizations, and faith community partners around improving homelessness outcomes-Leads the development and implementation of policies that define countywide standards for eligibility and prioritization for homeless assistance, as well as procedures for ensuring fair, effective, and efficient access and referrals-Represents the community in regional, state, or other forums on homelessness-Provides programmatic guidance and support to the Homeless Management Information System (HMIS) administrator to improve utilization and quality of data in the HMIS-Works with OPEH staff to develop educational and informational materials for service providers, important stakeholders, and the public- Builds consensus around best practices to establish benchmarks and program standards- Works with community and nonprofit leaders to establish criteria for evaluation of programs, incorporating elements required for outside reporting on grants and other funders-Interfaces with stakeholder leadership groups, including the Fairfax County Board of Supervisors, senior County management, and the Continuum of Care Board to identify improvements to policies and procedures.
