About Seán Oreilly
For the past two decades, I’ve operated at the intersection of energy infrastructure, public policy, and institutional investment. My focus is singular: developing and operating the regulated & unregulated utility projects that form the backbone of Americas energy transition. While many see decarbonization as a challenge, I see it as the most significant value-creation opportunity of our generation. My unique expertise lies in navigating the complexities of regulated markets and public-private partnerships. My current mission is to build the next wave of essential energy infrastructure in America. This extend to the macro trends shaping our future: harnessing AI to drive productivity and ensuring the energy transition is both ambitious and affordable. Before joining JERA, I served as COO and later CEO of Trans Bay Cable (TBC), a pioneering HVDC utility serving California’s Bay Area and a portfolio company of SteelRiver, a $2 billion infrastructure fund. At TBC, as employee number 1 I spearheaded the development, financing, and execution of critical regulated energy infrastructure aligned with California’s decarbonization and grid modernization mandates. I built and led high-performing executive and operational teams that consistently delivered top-quartile returns within a regulated cost-of-service framework. I also shaped the long-term corporate strategy that led to a successful exit, delivering a 20%+ IRR to institutional investors. My role extended beyond operations into policy and capital formation: I forged public-private partnerships with state and local agencies to de-risk development and secure durable revenue streams. I specialize in identifying energy assets with untapped potential—unlocking value through operational improvements, regulatory structuring, and disciplined capital deployment across the energy generation and delivery landscape. Project include the development of a 1GW HVDC line to deliver renewable energy into LA and the development of a 500MW data center campus in the Bay Area. Earlier in my career, I founded and led a management consultancy advising North American utilities on strategy and operations. Prior to that, I served as European Financial Controller for a UK-based enterprise software firm, following progressively senior finance roles across multiple industries in Europe.
