Manage and coordinate the financial planning and execution of USAF developmental flight test and system integration programs. Responsible for test program management from customer request to program close-out. Scope and plan initial customer work request, develop Rough Order Magnitude (ROM) cost estimates and Statement of Capabilities (SOC) agreements, create Job Order Numbers (JONs) and Work Breakdown Structures (WBS), track program status with Earned Value Management (EVM), manage customer relations, report program status, and coordinate deliverables to the customer. Generate monthly expenditure reports and deliver to each customer along with status updates on cost, schedule, and performance. Organize and Coordinate support from participating test organizations including specialized units under the 96th Test Wing. Collaborate with project pilots, flight test engineers, test engineers, data analysts, logisticians, configuration management and instrumentation specialist to ensure that the test program milestones are being met while maintaining expenses within budget. Equivalent GS14 / NH4- Manager for all A-10C developmental test programs- Manager for F-16 Developmental Test Programs- Responsible for drafting and updating Annua, Mid-year and Monthly Project Management Reviews (PMR\'s) as well as stakeholder Monthly Status Reports (MSR\'s)- Contract Site Lead. Oversaw 10 contract positions and liaisons with customers to define support requirements and tasked duties-Use the following systems to accomplish daily responsibilities: Job Order Cost Accounting System (JOCAS); Test Wing Enterprise System (TWES); Test Process Tool (TPL); Earned Value Cost Analysis System (EVCAS); 96 Operations Group Database.
