About Scott Cloudwatcher Allen

I’m a civic research and design scholar working at the intersection of socio-spatial planning, mobile technologies, and experience design, with a commitment to building more inclusive and participatory civic futures. I hold a professional Master\'s in Urban and Regional Planning (MURP) and am completing a PhD in Learning Design & Technology at the University of Hawaiʻi at Mānoa, where my work examines how mobile-mediated environments and spatial practices shape belonging, publicness, and civic identity. My research draws on qualitative, spatial, and design inquiry to understand how people come to feel situated in civic life, and how mobile learning environments might be designed to support that process.In my roles with the State of Hawaiʻi’s Office of Planning and Sustainable Development and the Oʻahu Metropolitan Planning Organization, I bring this perspective into planning and public service, integrating research, geospatial analysis, and participatory approaches to support plans and programs that respond to community needs. My practice also includes designing and facilitating civic learning experiences, from youth planning education and communities of inquiry to spatial literacy tools and speculative civic media.Across these efforts, I aim to help: 1) reimagine civic participation as an everyday practice of belonging, plurality, and shared imagination, and 2) to create technologically infused relational environments that support dignity, connection, and the possibility of more meaningful public life.
