About Scott Bailey

Most people don\'t come to Bequall because they\'re fully committed to modular. They come because they\'re stuck.Usually, it\'s one of three moments:→ They want to build modular—but don\'t know how to actually execute it→ They have a project that won\'t pencil and are considering modular as a lever→ They\'re scaling and need capacity and a system—not more vendorsThat\'s the gap Bequall exists to close. We act as a fractional development partner for operators, builders, and investors working with volumetric modular and infill housing. Our job is to make sure money doesn\'t go out ahead of value being created—through better planning and coordination before major capital is committed. What this looks like in practice:→ Front-loading zoning, site feasibility, and modular viability analysis→ Translating modular into factory-grounded costs, schedules, and scopes→ Coordinating developers, consultants, jurisdictions, factories, and capital into one system→ Giving teams leverage and capacity without adding internal headcountThe outcome is three things most development processes lack:→ Clarity: Decision-ready analysis at every stage—know exactly what\'s viable before committing→ Confidence: Data-driven go/no-go decisions, not hopeful assumptions→ Capacity: Compressed timelines mean your team delivers more projects with the same resourcesWhy modular? Labor isn\'t getting cheaper. Timelines aren\'t getting shorter. And we\'re 4 million homes behind. Modular won\'t solve all of that—but for the right projects, it\'s a lever that changes the math. The problem is most teams don\'t have the coordination infrastructure to use it.Before Bequall, I spent nearly a decade at MassChallenge, helping scale the world\'s largest startup accelerator—2,300 startups,$5B raised,$2.7B in revenue, jobs. That work shaped how I think about systems, repeatability, and getting things unstuck. Now I apply that to housing.I\'m a grounded operator, not a theorist. I\'m still learning—about zoning, capital structures, factory economics, and what it actually takes to get projects built. I share those lessons here.If modular is on your table but clarity, confidence, or capacity isn\'t—that\'s the work we do.DM me
