ABOUT SCOTT WALTERS

I am an experienced director and finance professional and have held senior finance positions in both the public and private sector.I led the successful round 2 finance raise for Borderlink, £165m, and led the successful bid responses for 2 of UK Government Project Gigabit procurements. I have led the finance aspects of M&A activity, and full analysis of a divisional mergers. In addition to my core responsibilities as both a Chief Executive and CFO, I specialise in helping organisations develop and deliver complex projects, with a particular focus on commercially innovative solutions.I led the Superfast North Yorkshire, a £100m Programme that delivers next generation broadband across England\'s largest and most rural county.As Chief Executive, and previously CFO for NYnet, I have helped to establish the most successful shared public/private communications infrastructure in the UK.To help make these complex projects successful, I have had significant engagement with national and international institutions, ultimately leading to an invitation to advise the European Commission on best practice in rural broadband. In January 2010, I along with colleagues, was asked by the European Commission to undertake work on advising the forthcoming 2020 Digital Agenda on financing Broadband interventions. The output of this work was directly reflected in the final draft that is now guiding the next EU operational programme.• Experienced CFO and CEO, employed as a CFO in a private equity (PE) back telecoms provider.• Finance lead, and significant commercial input, of the successful second-round private equity raise of £165m.• M & Acquisition finance lead, and commercial and operational due diligence input.• Led a successful and profitable public sector owned business, managing complex political dynamics, and regulation, providing leadership in operations and business assurance.• Commercial, procurement and assurance lead on a c.£100m intervention project.• Management of complex political Superfast North Yorkshire (SFNY) stakeholders with competing agendas finding a commercial deployment solution acceptable to individual MPs, DCMS (now DSIT) and North Yorkshire County Council.• Developed and negotiated a change in the allocation methodology for European funds for SFNY resulting in a 10x increase to SFNY, but also a national onboarding of this methodology.• Involved in a successful bond issue to the market, value £85m.
