For more than 20 years, I’ve led enterprise‑level scientific and engineering efforts across the Department of the Navy, industry, and international partners. I’ve been a key contributor to nearly every major Navy USV program, giving me unmatched continuity and technical depth across the USV enterprise.As the Navy’s senior technical authority for USV autonomy, I guide RDT & E across Warfare Centers, program offices, academia, and industry—shaping autonomy architectures, design and certification standards, and fleet integration. I ensure emerging USV capabilities meet rigorous technical, safety, and operational requirements.I also provide strategic planning and investment leadership for USV programs, delivering accurate workload forecasts, skill assessments, and resource recommendations that inform senior sponsors and Warfare Center leadership.Owner of Sampson Consulting which focuses on Personal Security and Firearm Handling.
