ABOUT SCOTT PHELAN
I serve as a Principal Engineer for Systra-IBT and as President, Chief Technical Specialist, and Expert Witness for Caprock Engineering, PLLC. I have over thirty years of experience in structural bridge design. I serve on the international American Society of Civil Engineers (ASCE) Transportation & Development Institute (T & DI) Economics & Finance Committee, the national Precast/Prestressed Concrete Institute (PCI) Bridges Committee, and the regional American Council of Engineering Companies/ Washington Department of Transportation (ACEC/WSDOT) Structures & Geotech Subcommittee. I recently was inducted as a national ASCE Fellow. I have participated in the design and construction of numerous concrete segmental bridge projects, including the final design of two world-record bridges and the construction of the first precast concrete segmental bridge in the State of Washington. As a structural concrete bridge expert, I recently served as Co-Chair of the Seattle DOT Technical Advisory Panel (TAP) for the West Seattle High-Rise Bridge Repair/Replacement study and was instrumental in assisting the EOR in arriving at a repair solution that saved the City over $400M. I have been awarded three U.S. Patents on cable stay vibrations (now expired)—two wind-rain mitigation solutions for cable-stayed bridges and one for vortex-induced vibration suppression for offshore structures. I currently am working on two of the largest progressive design-build projects in the U.S. for Systra-IBT, the cable-stayed Alabama I-10 Mobile River Bridge and the cable-stayed Francis Scott Key bridge replacement. I’m also working on the design-build elevated precast concrete segmental guideway in Surrey, British Columbia.
