Scott Moreland has served in prominent roles in the fields of multinational/interagency exercises, emergency management, and civil-military relations for nearly two decades. At the Institute for Security Governance at the Defense Security Cooperation Agency, he serves as the Senior Principal for the Practice & Capability Division. He leads ISGs graduate-level professional education mission, supports and conducts research and writing for academic and defense publications, and serves as facilitator and lecturer on international security cooperation engagements. Previous projects and assignments include-Functional Lead, Emergency Management and Resilience (EM-R). EM-R includes a global suite of institutional capacity building engagements, educational offerings, and training and exercise activities designed to build Partner emergency management and resilience capacity, including: NATO and Partner resilience capacity building; US Army Pacific Disaster Response Exercises and Exchanges; global Mobile Education and Training courses, and annual in-residence short courses hosted at the Naval Postgraduate School in Monterey, CA-Program Manager for the ISG Security Cooperation Regional Training and Exercises program from 20••••18. The program served as lead exercise designers/managers for USARPAC peacekeeping exercises in India, Indonesia, Malaysia, Cambodia, Mongolia, and Thailand- Lead Planner for US support to the Swedish-led VIKING Multinational Interagency Exercise, 20••••18 - Lecturer for Mobile Education and Training programs for senior security sector officials and field/flag-general grade international military officers in over a dozen countries throughout Europe and Latin America-ISG lead planner/coordinator and researcher, and liaison for the \'Countering Hybrid Threats\' and \'NATO Resilience\' initiatives, in coordination with NATO’s Supreme Allied Command Transformation and NATO HQ, and the US European Command. Specialties: •Postgraduate education and field experience in emergency management, resilience, exercise planning / design / management, military transformation, hybrid warfare, military peacekeeping and stability operations, crisis response, and humanitarian assistance/disaster relief operations.
