Mr. McDonald has widespread, systemic, operational knowledge and experience supporting Acquisition, Logistics, and Program Management functions within the defense acquisition framework. He possesses a subject matter expertise in program integration and development supporting programs from the inception of requirements through the sustainment phases. He has developed documentation to includeFielding Plans, Decision Memos, Management Plans, IMSs, ISMPs, LCSPs, Dispo Plans, PWSs, SOWs, MCSAMPs, Depot Workload Planning, Transition Planning, Supportability Analysis, Long Term Sustainment Strategy Development, Support and Sustainment Requirements, Analysis of Alternatives, Critical Path Analysis, Risk Identification and Mitigation Strategy Development, and ensured program success within the US Navy and USMC. As the Senior ILSM for JPO MRAP CPS Team, he led, managed, and directed the efforts of a multifaceted team delivering ten RDT & E efforts to production and fielding while establishing a reliable and robust sustainment package for each modification. His efforts supporting the MRAP FoV in multiple capacities include strategy development, planning, and execution of acquisition plans have earned the respect of his peers and superiors throughout the MRAP enterprise. His life cycle and operational logistics management expertise is routinely called upon for his historical knowledge as a stake holder in the Cougar, Buffalo, Foreign Military Sales and Cross Platform SolutionsTeams. He\'s planned, coordinated, and implemented TLCM and ILS for seven FMS Cases, in accordance with DISAM and ITAR policy, while establishing sustainment and maintenance planning with Foreign Ministries of Defense. His experience includes service as a chair member of the USMC DMSMS IPT, support to SYSCOM DPAS Project Officer, and AC LCL. He has been recognized for superior support and service to MPF(F), MCEITS, M9-Ace, PM Engineers and JPO MRAP programs via numerous Letters of Appreciations and Awards.
