About Scott Churilla

As Vice President and Director of HDR\'s Project Delivery Strategy program, Scott assists public and private clients in the planning, procurement and administration of infrastructure construction projects utilizing collaborative delivery methods including design-build, progressive design-build (PDB), engineer-procure-construct (EPC), contract manager-at-risk (CMAR) and integrated project delivery (IPD). Scott was a Vice President and Owner Advisor Practice Leader for CDM Smith. Prior to joining CDM Smith, Scott was a Director of Project Development for The Haskell Company focusing on the water and wastewater market sectors. Scott originally joined HDR in April of 2005 where, for 14 years, he worked with all HDR operating companies and business groups on collaborative delivery projects and pursuits, including those involving design-build, CMAR and EPC. His responsibilities included project and client development, commercial risk analysis, partner development, pursuit and execution support, and contract administration.Prior to joining HDR, Scott was with the Kiewit Corporation for more than seven years where his primary responsibilities included serving as an officer and corporate counsel to a Boston-based specialty contractor subsidiary with operations nationwide and in Latin America. Before working with Kiewit, Scott was general counsel to a mid-Atlantic heavy construction and coal mining and reclamation company for three years, a position that he accepted after more than six years of private law practice.Scott is a member of the Design-Build Institute of America\'s (DBIA) College of Fellows and is an instructor for the DBIA\'s Professional Certification Program. He is a frequent speaker on collaborative project delivery topics. Scott has a Bachelor of Arts degree in Philosophy from Alfred University, Alfred, New York and he attained his Juris Doctorate from West Virginia University College of Law, Morgantown. Scott also studied Liberal Arts at the Institut for Europaische Studien, Vienna, Austria.
