Provides general management, leadership and direction for the District\'s Analytical Services and Water Quality & Industrial Surveillance departments. Leads in planning, organizing and coordinating related operations and services. Establishes practices, policies and procedures to ensure appropriate positioning, consistency of processes and delivery of quality service. Develops and maintains relationships. Essential functions include:•Develops and implements functional level strategy. Formulates policies, defines objectives, and sets short and long term goals for Environmental Services.•Works with management and staff members to develop ideas and implement solutions in order to solve problems and/or improve efficiency of the operation.•Oversees the development of operating and minor capital budgets and ensures adherence to budgets.•Sets priorities for and directs the use of resources to achieve compliance with the District’s NPDES permits.• Provides direction for District efforts to track and, as appropriate, influence relevant external water quality-related research, legislation, and regulatory developments.•Makes decisions after thorough evaluation, or under time constraints in emergency situations, that determine a course of action.•Advises and offers professional advice to members of the District’s Senior Staff Team and the Board of Trustees on courses of action that ensure regulatory compliance and consistency with community guidelines.
