About Scott Boyles
Scott has a diverse background and proven track record of delivering comprehensive solutions to clients providing services associated with management and execution of transportation projects for departments of transportation, contractors using the design-build method of project delivery, municipalities, and private developers. He has 40 years of experience providing marketing and business development, project management, program management, client management, financial management, design, technical reviews, and quality management for transportation projects. His work has involved leading the design of highway/interchange projects; maintaining project quality assurance/quality control (QA/QC); designing plans for traffic control, pavement marking, and signage; and providing management of overall transportation engineering services for design-bid-build projects. In addition to the traditional design-bid-build project development, he has extensive experience serving as a design-build program manager for numerous North Carolina Department of Transportation (NCDOT) and South Carolina Department of Transportation (SCDOT) projects. The primary skill required for the design-build program manager role consists of multidiscipline design management involving roadway, hydraulics, structures, traffic engineering, surveys, subsurface utility engineering (SUE), geotechnical, ITS, noise, utility relocation, right of way acquisition, and environmental management in compliance with the National Environmental Policy Act (NEPA). Scott began his career in transportation working for NCDOT gaining valuable experience and knowledge of NCDOT\'s transportation network, engineering practices, and quality standards. The past 35 years his work has been in transportation for private consulting firms, successfully delivering numerous transportation projects for NCDOT, municipalities, private developers, and other DOT’s.
