Scarlett Andrews is Director of Acquisitions at Hageman Capital, where she leads client development and execution of Tax Increment Financing (TIF) bond transactions. With over a decade of experience in real estate across public and private sectors, she specializes in structuring complex financing solutions. Before joining Hageman Capital, Scarlett was a developer at T&H Investments, focusing on multifamily projects. She previously served the City of Indianapolis as Director of Metropolitan Development and Deputy Mayor of Economic Development, managing over $100M in housing funds and supporting a $9B development pipeline.
