Pre-Contract StageReview, validate, and provide input on consultants’ cost estimates, BOQs, and tender documents.Prepare cost plans, budgets, and feasibility studies for MEP works (HVAC, electrical, plumbing, fire safety, ELV).Participate in tender evaluation, commercial analysis, and recommendation reports.Ensure contract conditions, scope, and technical requirements are aligned with client’s expectations.Advise on procurement strategy (subcontracts, suppliers, long-lead MEP items).Post-Contract StageManage and monitor project budgets, cash flow, and cost control for all MEP packages.Review and certify interim payment applications (IPC) from contractors and subcontractors.Validate variation/change orders – ensuring compliance with contract and client approval procedures.Support claims management (EOT, disruption, prolongation) with proper cost and contractual Justification.Evaluate subcontractor quotations, recommend awards, and review contract agreements.Project Monitoring & ReportingTrack financial progress of MEP works against budget and forecasts.Prepare monthly cost reports, project cost-to-complete, and value engineering proposals.Ensure contractor submissions (BOQ, invoices, variations) comply with client’s standards and consultant approvals.Liaise with project management, design consultants, and contractors to resolve cost and contractual issues.Conduct risk analysis on MEP packages and advise mitigation measures.Final Accounts & HandoverNegotiate and agree final accounts with contractors/subcontractors.Ensure all project documentation (payment certificates, variation logs, claims, warranties) is closed out properly.Provide lessons learned and cost benchmarking for future client projects.
