Direct and manage MERLA processes for a range of international development projects, with particular expertise in local governance and integrating governance components in other sectors• Assist project teams in designing performance MERLA systems, including logic frameworks, evaluation design, learning agendas, applied research studies, learning and reflection activities, indicator development, and plans for data collection, management, and analysis.• Provide guidance to projects, proposals, and research to integrate gender components by assisting with gender-sensitive technical design. Leads the design of gender-sensitive performance indicators, gender-related research, and learning studies, as well as gender assessments or analyses and targeted activities to promote gender considerations in project implementation.• Provide comprehensive MEL technical support to projects, including work plan development; quarterly, semi-annual, and annual reporting; evaluation study design; data collection methods; conducting project-level research; and CLA activities. • Lead applied research studies and initiatives to promote learning within and across projects related to governance, economic opportunity, and gender.• Develop MEL, CLA, gender equity, and GESI trainings for home office and field staff.
