I represent the United States and its agencies in high-profile environmental and administrative law cases in the federal circuit courts of appeals and federal district court. My practice includes federal court litigation under the Clean Water Act involving discharge permits, water quality standards, stormwater management, and TMDLs; enforcement of Section 404 of the Clean Water Act; federal court defense of EPA rulemakings under the Clean Air Act; and federal litigation under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), the Toxic Substances Control Act (TSCA), and CERCLA. I have handled cases at all stages of litigation, from discovery to motions practice to argument.
