Sarah is a Partner in Pierce Atwood’s Energy Practice Group. Sarah’s experience in both the private and public sector allows her to bring a unique approach to resolving legal and regulatory issues facing her clients. Sarah’s practice focuses primarily on electric and natural gas proceedings before state and federal entities, including state public utility commissions and state and federal courts. Sarah counsels and represents her clients on a range of matters that include rate recovery and design; transmission development; long-term contracts for the purchase of energy, capacity and renewable energy credits; Class I new renewable resource certification; and issues relating to competitive electricity providers. Sarah has also represented water utilities before the Maine Public Utilities Commission (MPUC). Before joining Pierce Atwood, Sarah was a staff attorney with the MPUC in the Legal and the Electricity and Gas Division. At the MPUC, Sarah served as hearing examiner and presiding officer in various proceedings regarding rate recovery, credit facility approvals, and investigations into accounting and marketing practices. Sarah also negotiated and drafted agreements for the purchase of energy, capacity and renewable energy credits, as well as standard offer service. In her role as legal advisor to the Commissioners, Sarah provided general counsel on legal issues related to Maine and federal laws and regulations.Before she joined the MPUC, Sarah was a shareholder and associate in the Energy and Environmental Practice Group at Bernstein Shur in Portland, where she represented renewable energy generators before the MPUC, and in permitting proceedings before the Department of Environmental Protection and the Land Use Regulation Commission. Prior to returning to Maine, Sarah was a litigation associate at Holland & Knight LLP in Boston, Massachusetts. Sarah also clerked for the Honorable Donald G. Alexander of the Maine Supreme Judicial Court.
