About Sarah Norman
Sarah leads the policy function for the Regulatory Legal team at Capital One. She is a graduate of the Legal Department\'s selective \"Flexpert\" rotational program for senior attorneys and a member of the Pro Bono Committee. Sarah served as a senior counsel—and the sole oversight and investigations counsel—for the House Foreign Affairs Committee and Oversight & Accountability Subcommittee Democrats from 20••••24. Her legal portfolio included oversight, investigations, and legislation related to national security; treaties and executive agreements; activities of the State Department; public diplomacy; and the promotion of democracy. In the 118th Congress, she also oversaw the Committee’s Guantanamo Bay policy portfolio.Prior to working in Congress, Sarah was an associate at Jenner & Block, where she advised clients in oversight, public policy, and regulatory matters, and represented them in adjacent enforcement actions. She led internal and external investigations; vetted individuals for high-profile board and public service appointments; and litigated in state and federal courts. While at the firm, she was seconded to LA28, the Los Angeles Organizing Committee for the Olympic and Paralympic Games 2028, and co-chaired the firm’s Associates Committee, Pro Bono Committee, and LGBT Forum.Notably, Sarah also served as an advisor to the 2020 and 2024 Democratic presidential transition teams.
