He is a distinguished senior executive in municipal management in the United States. Sam\'s operational experience spans Security sector reform, Foreign Affairs, Municipalities, and Interior Ministry training and management programs. His international work includes anti-corruption, program monitoring and effectiveness, and transitional justice throughout Asia, the Middle East, Europe, and Central America.
