Providing leadership to the Department of Finance and Accountability in its delivery of services. Planning and managing UNAIDS’ financial resources for maximum effectiveness, efficiency, and impact, as well as ensuring the integrity of resource planning and financial management policies, procedures and infrastructure. Providing leadership & guidance on implementing appropriate risk management, oversight and control mechanisms at UNAIDS, as well as performance measurement, monitoring and reporting on resource usage. Leading and supporting UNAIDS departments, liaison offices, regional support teams and country offices and Cosponsors to ensure effective management of resources and achievement of progress against goals and targets in the UNAIDS strategy.3. Providing leadership and ensuring coherence and coordination in the areas of resource planning, financial management, risk management, performance monitoring and audit at global, regional and country level. Overseeing the preparing of the annual financial statements in accordance with the IPSAS and coordinating the work with auditors and other oversight bodies.4. Leading the provision of accurate and timely analyses and reports on financial management, expenditure control, risk management and programme implementation in view of effective decision making to improve UNAIDS programme performance and delivery of results.5. Provide rigorous oversight and maintenance of an effective resources planning and financial infrastructure that is responsive to the activities of UNAIDS. Leading the department to ensure sound management of UNAIDS financial resources and other assets.6. Lead in defining requirements, overseeing the design and strategic alignment of budgetary and financial policies, results framework, procedures, systems and services with the organisation goals. Promoting the comparative advantage of UNAIDS and demonstrating effective stewardship of the resources to the donors, Cosponsors and other partners.
