Initiate and execute complex administrative and management projects to fulfill BARDA’s mission.• Contribute actively towards the program planning, estimation, task management, and issues management of the Clinical Studies Network (CSN) 2.0.• Provides Contracting Officer Representative (COR) support the CSN 2.0 and serves as the COR on the Biological Specimens and Investigation Product (BSIP) component.• Appointed COR by the Contracting Officer on a Legacy Specimen task order that handles the distribution, receipt, and storage of H7N9 Legacy Specimens.• Direct and advise the contractor on technical and administrative needs regarding the scope of the task order.• Facilitates Technical Evaluation Panels to aid in selecting the most qualified Offeror.• Prepare cost analysis spreadsheets and other qualitive reports to address the needs of the department.• Manages contractors deliverables and expenses according to contract deadlines and notifies contractors of their spend burn rate.• Provides regular status updates to internal and external stakeholders.• Creates and/or modify existing documents that programmatically carries out a step by step process in performing the job.• Reviews contractors documents and provides comments and feedback to ensure best practices across the CSN 2.0.• Analyze and evaluate findings and recommend more efficient, effective and economical ways to meet workload and program goals.• Participate in planning sessions and contribute to management-oriented expertise during discussions of innovative ways to carry out assigned programs, new programs, etc.• Provide expert advice on the administrative and management implications of policy and program proposals.• Establish and keep in contact with other Government agencies, and private organizations to exchange information on management planning goals and other management planning and control systems and processes related to assigned areas.
