ABOUT RYAN PROX
Dr. Ryan Prox is Associate Professor of Practice and Adjunct Professor at Simon Fraser University, where he teaches courses on police studies and intelligence methodologies, with a research focus on algorithmic decision-making technologies. He also serves as a S/Constable in Charge of the Crime Analytics Advisory & Development Unit, which develops and implements analytic technologies for the Vancouver Police Department (VPD) and assists external agencies in advancing their capabilities. Dr. Prox led the development of Canada\'s first integrated provincial analytic and intelligence system and oversaw the VPD’s analytic contributions to the Vancouver Winter Olympics. Additionally, he pioneered the implementation of Canada’s first predictive policing system within a police service.With over 25 years of experience, Dr. Prox has provided advisory expertise to major metropolitan police services to facilitate the adoption of intelligence-led policing and supporting technologies. He has served as a Special Advisor to the International Criminal Court and as a Senior Expert with the European Union (EU) Support Against Organized Crime, with multiple overseas postings, including Tbilisi, Georgia, and the West Bank, Palestine. Dr. Prox has also delivered training to law enforcement agencies worldwide, including the Dutch Gendarmerie, the Royal Marechaussee, and the Belgian Federal Police. He is a member of the European Commission’s Advisory Committee on the Next Generation Community Policing Project and serves as a Legal Advisor to the United Nations Office for Project Services (UNOPS), contributing to transformational projects in developing countries.Dr. Prox has authored extensively on the transformational changes required to enable evidence-based decision-making in policing. His work also explores the controversial subjects of ethics, data bias, and the socio-technical challenges associated with algorithmic policing, particularly in regulatory frameworks such as the EU GDPR. His recent textbook, Crime & Intelligence Analysis in Canada, provides in-depth coverage of the legislative and ethical implications of AI in law enforcement.In recognition of his contributions, Dr. Prox was invested as an Officer of the Order of Merit (OOM) and awarded the Police Exemplary Service Medal by the Governor General of Canada in 2022. Among other honors, he received the International Association of Chiefs of Police, Webber Seavey Award for Quality in Law Enforcement in 2011 and the International Association of Law Enforcement Intelligence Analysts, Award of Excellence in 2010.
