Significant Achievements• Designed and executed a $25M expansion of the ODR Housing (ODRH) Permanent Supportive Housing (PSH) criminal court diversion program funded by MHSA (Mental Health Services Act). • Implemented an expansion contract with the California Department of State Hospitals to double the size of ODR’s FIST program over a 4-year period – from 625 beds to 1274 beds, and from a budget of ~$80M annually to ~$155M annually.• Lead ODR’s shift to focus the highest acuity clients in LA County Jail (P3/P4 level) by developing policies and systems for prioritization and reorganizing staff to support new workflows.• Refocused ODR’s data staff on performance improvement with an initial emphasis on reducing ODR’s jail release timeline. As a result, decreased the timeline from an average of 36 days to an average of 13 days, a ~64% reduction.Responsibilities• Oversee ODR’s jail-based and community-based diversion programs, including ODR Housing, MIST, FIST, LEAD, and Maternal Health. Programs currently provide assessment, clinical treatment, wraparound services, and housing to approximately 3,500 individuals or families. Participants are diverted from Los Angeles County jail or from community arrest, have experienced homeless, and have complex health, mental health, and/or substance use needs. Primary objectives include reducing jail recidivism, and increasing housing retention, community integration, and health/mental health wellness. • Directly supervise ten (10) program managers/directors and indirectly manage appropriately 80 additional multidisciplinary staff.• Develop and manage ODR’s programs budgets, totaling approximately $430M annually and growing. • Participate as a member of the ODR Executive Leadership Team in establishing department policies and procedures, setting priorities, carrying out strategic initiatives, and evaluating progress. • Lead ODR’s CalAIM Community Supports (CS) and Enhanced Care Management (ECM) service delivery.
