ABOUT RUTH KATZ
My focus throughout my career has been to protect vulnerable citizens through policies, programs, research, and coalition building. At LeadingAge I lead the formulation and communication of Association policy positions and participate in aging coalitions. As Associate Deputy Assistant Secretary for the US Department of Health and Human Services (HHS), Office of the Assistant Secretary for Planning and Evaluation (ASPE) and Office of Disability, Aging, and Long-Term Care Policy (DALTCP), I directed policy research and analysis while advising on national-level programs and policies. I am committed to enabling people of all ages with physical, intellectual, and mental disabilities and older adults with dementia or functional impairments – to live their best lives possible. I manage a team of dedicated professionals who work closely with our nearly members to track aging-related policy issues and concerns and formulate and advocate for solutions at the federal level. Highlights: Executive Leadership — Provide oversight on analysis of programs, including Medicare, Medicaid, ACL, and NIH, AHRQ, and HRSA activities. Work on international long-term care, aging, and behavioral health issues. Change Management — Turned around disability research center, created behavioral health division, and oversaw 3 major national surveys to support home and community-based services. Office Operations — Served as Acting Deputy Assistant Secretary during 12 political management changeovers. Program Management — Led on implementing mental health parity provisions outlined in MHPAEA and Affordable Care Act. Policy — Led HHS participation with Department of Labor/Office of Management and Budget on Fair Labor Standards Act home care rule. Resolved conflicts and developed shared positions and visions. Influenced policy decisions by serving on national boards/advisory councils and sharing expertise, strategies, and policy knowledge. Happy to connect on LinkedIn.
