Career Highlights (35 Years with Department of Environmental Protection) • Everglades nutrient criterion development, including providing testimony to the Environmental Regulatory Commission, and serving as an expert witness during hearing. • Biological Criteria development, including the Stream Condition Index (SCI), Biological Reconnaissance (BioRecon), Lake Condition Index (LCI), Lake Vegetation Index (LVI), Rapid Periphyton Survey (RPS), Linear Vegetation Survey (LVS), and Wetlands Condition Index (WCI). I have also served on several National Biological Assessment Workgroups, including for the development of the Biological Condition Gradient approach. • Revisions to Water Quality Standards Rule (Chapter 62-302, F.A.C.), including Numeric Nutrient Criteria (NNC)(served as principle author of the NNC Implementation Document and coauthor of rule language), Dissolved Oxygen (DO) criteria, biological health criteria, and human health based criteria. Served as expert witness to successfully defend NNC in state court. • Conducted studies and performed analyses to establish Site Specific Alternative Criteria (SSACs) for streams, estuaries, and wetlands. • Crafted an improved process to revise the designated use classification of surface waters in Chapter 62••••00, F.A.C, and authored Reclassification Process Document, including method to establish Class waters. • Impaired Waters Rule (IWR)(Chapter 62-303, F.A.C.) development and legal defense as an expert witness, • Created the Fifth Year Bioassessment Program for National Pollutant Discharge Elimination System (NPDES) permitting. Taught NNC NPDES study design concepts statewide to DEP field and permitting staff. • Quality Assurance Rule (62-160) development, including adoption of comprehensive Statewide Standard Operating Procedures (DEP SOPs).
