Rush has over 30 years of project and program experience with responsibility for supervising and mentoring staff; planning, conducting, and coordinating large multi-task field investigations.He is a proven team player in all phases of projects from scoping, proposal development,\"boots on the ground\", working directly with clients and regulators, health and safety, writing reports and to tracking financial performance and is comfortable working at any level to ensure a project gets started properly and completed successfully. Rush has performed project and program level management for the federal government (Navy, Army Corps of Engineers, and Air Force Civil Engineering Center), commercial clients and the mining sectors. His areas of specialization include permitting and storm water Best Management Practice (BMP) compliance; water and soil characterization and contamination remediation studies; environmental site assessments; monitor well design and testing using a variety of drilling and coring methods (Auger, Mud and Air Rotary, Casing Hammer, Sonic, Reverse Circulation), interpreting lithologic and water quality data, database management, preparing technical reports; waste disposal coordination; subcontractor management; Quality Assurance and Quality Control; and cost tracking. Rush is also experienced in Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) document production such as Remedial Investigation/Feasibility Studies (RI/FS), Proposed Plans, Quarterly Reports, 5-year reviews, Annual System Performance Reports, Operating Properly and Successfully (OPS) determinations, Findings of Suitability to Transfer (FOST) and Land Use Control (LUC) Remedial Design (RD) documentation; assisting clients with sustainability options; system optimization as well as the protocols of legal testimony and presentation of data and project updates in public forums.
