Rudy Emami is the Director of Public Works for the City of Anaheim. His journey with the city began in 1996 when he worked as an engineering intern while pursuing his education. He later transitioned to private consulting, specializing in designing flood control facilities, before rejoining Anaheim in 2002 as an Associate Engineer.In his current role, Rudy leads the Public Works Department, which comprises five divisions, operates with an annual budget of over $243 million, and manages a staff of 240 full-time employees. The department also oversees a seven-year Capital Improvement Program valued at more than $650 million. As director, he is responsible for planning, directing, and managing a wide range of activities, including traffic engineering, design and development services, transit planning, capital project administration, construction inspection, surveying, streets and sanitation operations, and fleet and facility maintenance.Rudy holds both a Bachelor’s and Master’s degree from California State University, Long Beach, where he was named the Outstanding Graduate of the College of Engineering in He is a licensed Professional Civil Engineer.Throughout his career, Rudy has led several landmark projects, including the Gene Autry Way/I-5 HOV Interchange, the $189 million Anaheim Regional Transportation Intermodal Center (ARTIC), the nation’s first LEED Platinum transportation hub; the transformation of the Platinum Triangle Community Facilities District into a dynamic mixed-use urban neighborhood; and the $180 million design-build Anaheim Convention Center Expansion Project. Additionally, he is a key member of the city’s negotiating team for high-profile developments like OC Vibe, Disneyland Forward, and the redevelopment of Angels Stadium.A lifelong resident of Anaheim, Rudy lives with his wife and three children. He is an active member of several professional organizations, including the American Public Works Association, where he previously served as president of the City Engineers Association of Orange County. He is also a member of the American Society of Civil Engineers, Tau Beta Pi, and Chi Epsilon. Rudy has held leadership positions on regional boards, including serving as past chairman of the Orange County Transportation Authority’s Technical Steering and Advisory Committees, the Orange County Operational Area Executive Board, and the Santa Ana River Flood Protection Agency. In 2021, he was recognized as the ASCE Los Angeles Section Outstanding Civil Engineer in the Public Sector.
