   As Chief of Legislative and Governmental Affairs, I lead the college\'s business, community, government, and grant activities. I envision, direct, and execute comprehensive and strategic programs to engage with the community and government stakeholders. I am the primary liaison between the college and officials, legislators, agencies, community representatives, and constituencies at the federal, state, and local levels. I provide strategic counsel and advice to the Chancellor and the college leadership team. Research, interpret, analyze, compile, and apply applicable state and federal laws, policies, regulations, instructions, and other guidance to develop, enhance or execute legislation, program(s), project(s), and college operations. Maintain continuous liaison among legislators, executive leadership, staff, and the public as a primary part of my duties. Prepare written reports, briefings, information papers, and research reports. Evaluate the applicability and effect of new or proposed legislation or programs. Research and write legislative testimony and draft legislation. Prepare a descriptive analysis to reach conclusions on pertinent matters. Develop and manage the department budget. In Governmental Relations, I serve as a liaison to the Texas Legislature, congressional offices, their staff, and other state agencies. I help develop and maintain a collaborative working relationship with legislative, state, and federal offices on all programs that affect the agency within a team. I am responsible for achieving the agency\'s legislative proposals. These proposals are needed to bring Texas into compliance with federal law or improve the agency\'s programs and operations. I review enacted legislation and prepare a legislative work plan which identifies those accountable for implementing legislation and assuring compliance with legislative mandates. I create and manage the department\'s budget.
