Rudy Garza has over 25 years in Project Management and delivery of major capital projects. His experience includes project management in both the private and public sectors. Prior to establishing Garza EMC, Rudy spent 23 years in the public sector, where he served as Assistant City Manager for the City of Austin, including 20 years of Municipal experience and three (3) years of experience in State government. In this role, his areas of responsibility included management and oversight of the operations and capital projects for the Austin Water and Wastewater Utility, Public Works and Transportation, Real Estate Services and acquisition, Contract Management, as well as the Department of Small and Minority Businesses.Rudy’s comprehensive experience in project management, budgeting & project financing gives him a unique understanding of both public and private sector needs, as well as the complexity of engagements with governmental agencies. Rudy also served as Budget Officer in Austin and Corpus Christi, encompassing 20 years of experience managing capital infrastructure, project budgets, and operating budgets. Rudy also has experience working with various funding mechanisms such as Tax Increment Financing Districts, Reinvestment Zones, and Chapter 380 Economic Incentive Agreements, as well as public private partnerships through the Austin Convention Enterprise Public Facility Corporation which built, manages and owns the Downtown Austin Hilton Hotel. Rudy served as the President for Austin Convention Enterprise for seven (7) years.Rudy’s project management & oversight experience includes industrial and institutionaloffice facilities, utility infrastructure, site civil, & transportation projects.
