About R. Scott Everngam
R. Scott Everngam, CFA is Director, RTO Policy and Federal Regulatory Affairs for E-Cubed Policy Associates, LLC. He is also the President and Founder of Blue Horseshoe Energy, LLC, and a Senior Consultant for Vantage Energy Consulting, LLC. Previously, he was a Senior Energy Industry Analyst in the Office of Energy Market Regulation (OEMR) at FERC, after serving as an Assistant Division Director on Technical Staff at the Maryland Public Service Commission (PSC). Mr. Everngam provided investment advice for the debt and equity securities for enterprises in a variety of sectors at T. Rowe Price Associates, Mercantile Safe-Deposit & Trust, and Croft-Leominster. He practiced as an equity research analyst and a fixed income trader/analyst for the electric utility and natural gas/oil pipeline industries, among others, and earned the Chartered Financial Analyst (CFA) designation. He holds a B.S. in Electrical Engineering and an M.A.S. in Financial Management, both earned at The Johns Hopkins University. Mr. Everngam specializes in analyzing the wholesale energy, capacity, and ancillary services markets of PJM Interconnection (PJM), the country\'s largest RTO. He was FERC’s thought leader for its cost of capital policy, such as the determination of the authorized return on equity (ROE) and capital structure for electric transmission and pipelines. While at the Commission, he routinely led cross-functional teams across all program offices in the analysis of tariff revisions proposed under the Federal Power Act (FPA) for FERC-regulated utilities in PJM, the New York Independent System Operator (NYISO) and ISO-New England (ISO-NE).
