WORK HISTORY
Director, South Civil (Ontario Line) @Metrolinx
Toronto, ON, CA
I lead the South Civil contract on the Ontario Line, part of Toronto’s largest transit expansion in decades. My job is to oversee all technical and design services across the lifecycle of the project — making sure designs are safe, constructible, and cost-effective for both construction and long-term operations.I work closely with contractors, technical advisors, and government partners to manage design reviews, resolve issues, and keep the project moving on schedule and within budget. A big part of my role is balancing competing priorities — technical requirements, construction realities, and stakeholder expectations — so that we can deliver a subway extension that works for the city now and for decades to come. What I enjoy most about this role is helping shape how our teams work together: embedding good engineering practice, building trust with partners, and keeping the focus on delivering safely and efficiently.

ABOUT ROSS BAIN
I’m a professional engineer with more than 20 years of experience delivering major infrastructure projects in Ontario – from highways and light rail to complex subway builds.Right now, I’m leading the South Civil contract on the Ontario Line, overseeing the design and technical work for a multi-billion-dollar expansion that will transform transit in Toronto. My focus is on making sure designs are safe, practical to build, and cost-effective over the long term. A big part of my role is balancing technical challenges with the realities of construction, contract management, and community expectations.Earlier in my career I worked on the Scarborough Subway Extension and the Finch West LRT, as well as large highway and utilities projects across the province. Along the way, I’ve learned how important it is to build strong relationships between owners, contractors, government partners, and the public — because the best technical solution only matters if people can align behind it.I also completed an Executive MBA through the University of Toronto and SDA Bocconi, which sharpened how I think about strategy, leadership, and risk. What drives me: bringing teams together to deliver projects that leave a lasting impact, and doing it in a way that is safe, efficient, and collaborative.
