   Ross Winkelman, FSA, joined Wakely in January of 2007 to open the Denver office and has worked as a health actuary since 1993. Mr. Winkelman specializes in pricing and risk adjustment for publicly sponsored managed care programs including the Affordable Care Act (ACA), Massachusetts Connector, Medicaid, Medicare, and CHAMPUS.Ross leads Wakely’s National Risk Adjustment Reporting (WNRAR) project which provides risk adjustment reporting for most issuers participating in the ACA’s individual and small group markets. He also leads Wakely’s support of Medicaid rate negotiations on behalf of health plan associations in a number of states. He is a member of the American Academy of Actuaries’ Actuarial Standards Board (ASB) and previously led the committee that developed the Risk Adjustment Actuarial Standard of Practice (ASOP). Ross has also served on a number of committees and councils, including the Society of Actuaries Health Section Council, Editor for the SOA Health Section’s newsletter (Health Watch), a contributing editor for the Actuary magazine, vice-chair of the SOA’s Communications and Publications sub-committee, and a member of the Society of Actuaries managed care exam committee. Ross was a contributing author for the book, “True Group Long Term Care”.
