San Francisco, CA, US

Carnaval San Francisco cultivates and celebrates the diverse Latin American, Caribbean and African Diasporic roots of the Mission District and the San Francisco Bay Area. We accomplish our mission through dance, music, the visual arts and by creating spaces for community learning, school-based education, and advocacy. As Festival Coordinator, I report directly to the Executive Director and serve as the lead logistical point person for Carnaval San Francisco’s two-day festival. In this role, I manage complex event infrastructure, coordinate directly with City agencies, and oversee essential on-site operations that keep the festival running smoothly and sustainably.I am responsible for leading communications with SFMTA, DPH, SFFD, and SFPD to ensure compliance with all permitting, safety, and public health requirements. I also supervise our Cleaning and Greening Team, working closely with Recology and environmental partners to implement sustainable waste management practices—successfully passing all Recology inspections in 2024.I manage most external vendor rentals for tents, portable toilets, and other essential infrastructure, and serve as a co-developer of the festival’s street layout, vendor zones, and equipment placement. While final approvals are made by the Executive Director, I lead the day-to-day planning and coordination of the site map and ensure it meets logistical, safety, and programmatic needs.Additionally, I serve as a primary responder for real-time problem-solving during the festival weekend, addressing on-the-ground issues with vendors, contractors, and city departments to maintain a seamless and joyful experience for thousands of attendees. My focus on sustainability, inter-agency coordination, and operational strategy reflects Carnaval SF’s ongoing commitment to producing large-scale events that celebrate culture while honoring community care and environmental responsibility.

ABOUT ROSINE GARCIA

I am a public service leader, community builder, and cultural worker dedicated to uplifting underserved communities through intentional programming, resource equity, and advocacy. As a proud Latina rooted in San Francisco’s Mission District, I bring lived experience, professional training, and a deep sense of responsibility into every space I enter.Whether I’m managing food justice programs, coordinating cultural events, or building relationships across city agencies, my work is driven by a singular mission: To ensure that people feel seen, supported, and empowered—especially in spaces that were not built for them.MY MISSIONI believe everyone deserves space in the room—even if the room wasn’t made for them. I’ve been in spaces where my voice was questioned or dismissed, and I’ve learned to stand tall in my truth. Now, I make it a point to create space for others—especially young women of color, immigrants, and historically excluded communities—to show up as their full selves.MY MAGIC+ Designing genuine, community-centered experiences+ Cultivating trusting relationships and collaborative environments+ Leading with clarity, empathy, and strategy+ Blending culture and care into everything I manage+ Showing up fully, learning always, and giving 100% in every role I take onCLIFTON STRENGTHSFINDER SIGNATURE THEMESDeliberative | Learner | Achiever | Responsibility | IntellectionBRINGING IT TO LIFEMy mother taught me early on that even the smallest gesture—an open hand, a warm smile, a helping word—can shift someone’s day. That stayed with me. It’s why I do the work I do: because behind every program or event is a real person, and making someone\'s life easier or brighter is the most meaningful kind of success. In every role I step into, I aim to bring the best version of myself—not just as a professional, but as a human being committed to collective care, joy, and justice.
