Advance policies that strengthen the Portland Metro Region’s housing, health, and behavioral health systems by aligning research, advocacy, and strategy across departments and with external partners. Collaborate across the organization to identify true policy needs, analyze systemic barriers, and communicate emerging policy trends to leadership.Key Responsibilities and Achievements:Create data-driven policy tools, including one-pagers, white papers, briefs, and advocacy kits, to inform leadership strategy and stakeholder engagement.Conduct comprehensive analysis of legislation, budgets, and administrative rules to assess impacts on clients, operations, and statewide systems.Collaborate with departments to surface on-the-ground insights and develop policy solutions that align with client needs and funding realities.Build and maintain relationships with elected officials, coalition partners, and agency leaders to advance shared priorities in housing and behavioral health reform.Support design and implementation of Advocacy Days and Office Hours engagement events, including scheduling, logistics, materials, and preparing staff and clients to share lived experience and policy feedback with decision-makers.Develop internal learning tools, including Advocacy 101 and system-change training materials, to build organizational capacity in policy engagement.Provide leadership with real-time analysis and environmental scans to inform strategy, funding alignment, and external communications.
